China will further improve its medical insurance system during the 14th Five-Year Plan period (2021-2025) to better meet people's demands for health services and drugs, according to a State Council executive meeting held on Wednesday. The meeting, chaired by Premier Li Keqiang, adopted a plan for national medical security during the period. 
国务院总理李克强9月15日主持召开国务院常务会议，审议通过"十四五"全民医疗保障规划，部署健全医保制度体系，更好满足群众就医用药需求。

Acknowledging the achievements made since the country advanced the new round of medical reform, including putting in place the world's largest basic medical insurance network covering the entire population, the meeting stressed improving the multi-tiered medical insurance system. Support policies for medical insurance will be refined by category, it said. The serious illness insurance plan will dovetail with the basic medical insurance plans to improve insurance benefits, according to the meeting, which also underscored improving the major disease relief mechanism for disadvantaged groups. 
会议指出，新一轮医改以来，我国已建成全世界最大、覆盖全民的基本医疗保障网。"十四五"时期，要健全多层次医保制度体系，分类优化医保帮扶政策。加强大病保险与基本医保衔接，提高保障能力。完善困难群众重大疾病救助机制。

Development of the tiered diagnosis and treatment system and medical consortiums will be advanced, and eligible medical institutions at the primary level will be listed as designated medical insurance institutions to improve medical services at the primary level, according to the meeting. Centralized drug bulk-buying will continue to be implemented, and drugs with high clinical value and notable benefits for patients will be made reimbursable under the basic medical insurance plans in a timely manner.
会议指出，推动分级诊疗、医联体等发展，将符合条件的基层医疗机构纳入医保定点范围，促进提高基层医疗机构服务水平。继续实施国家组织药品集中带量采购，及时将临床价值高、患者获益明显的药品纳入医保支付范围。

Students encouraged to stay put during holidays

Teachers and students are encouraged to stay put during the upcoming Mid-Autumn Festival and National Day holidays, Wang Dengfeng, head of the COVID-19 prevention office at the Ministry of Education, said on Wednesday. The needs of students and teachers in life, study and research who choose to stay at school during the holidays should be guaranteed, said Wang. 
教育部应对新冠肺炎疫情工作领导小组办公室主任王登峰9月15日表示，中秋、国庆假期就要来临，鼓励广大师生就地过节。要认真做好留校师生的服务保障工作，满足他们生活、学习、科研方面的需求。

Even with 91% of students and teachers vaccinated nationwide, it is still recommended that students stay on guard and avoid unnecessary travel, he added. The travel warnings came ahead of the three-day Mid-Autumn Festival holiday, which starts on Sept 19. It will be followed by the seven-day National Day holiday starting on Oct 1. Both holidays are major tourism periods.

6.0-magnitude quake in Sichuan kills 3
四川泸县发生6.0级地震

A magnitude-6.0 earthquake rocked Luxian county, Sichuan province, at 4:33 am on Thursday, according to the China Earthquake Networks Center. The epicenter was monitored at 29.2 degrees north latitude and 105.34 degrees east longitude. The quake struck at a depth of 10 km. Luxian is under the administration of Luzhou city. The earthquake left three dead and 88 injured, with three badly hurt, according to reports received at 11:00 am. A total of 73,755 people have been evacuated. 
中国地震台网正式测定，9月16日04时33分在四川省泸州市泸县(震中位于北纬29.20度，东经105.34度)发生6.0级地震，震源深度10千米。截至9月16日11时，泸县"9•16"地震导致死亡3人，重伤3人，轻伤85人，紧急转移73755人。

Over 1,200 houses have collapsed, and the Luzhou Bullet Train Station was shut down. Approved by the provincial government, the earthquake relief headquarters of Sichuan has activated a level-II response. After the quake, Luzhou city launched a level-I emergency response and sent personnel for disaster investigation and rescue. Further rescue is under way.

Denmark lifts all pandemic restrictions

Denmark has become one of the first European Union countries to relax all of the internal limitations imposed to combat the spread of Covid-19. The country's remaining limitations were abolished on Friday, including the requirement that citizens show proof of vaccination via a vaccine passport in order to access nightclubs. 
丹麦成为欧盟最早取消国内所有新冠防疫限制措施的国家之一。9月10日丹麦取消了最后几项防疫限制措施，公民进入夜店不再需要出示疫苗接种证明或疫苗护照。

According to Denmark's health ministry, high vaccine uptake has allowed the country to relax pandemic controls. More than 83% of eligible people over the age of 12 in Denmark are fully vaccinated. For the past week, the Scandinavian country has seen an average of roughly 500 new cases per day, but the health ministry said that due to mitigation efforts and strong support for the immunizations, Covid-19 is no longer considered a "socially critical disease".
