Deputies to the ongoing fourth session of the 13th National People's Congress (NPC), China's national legislature, have submitted 473 proposals as of 12 pm Monday, according to the secretariat of the session. Of the proposals, 465 focus on the legislative agenda, covering various aspects, including people's livelihoods, social governance, green development, public health and national security. 
来自十三届全国人大四次会议秘书处的消息，到3月8日12时，大会秘书处共收到代表提出的议案473件。今年代表提出的议案绝大多数为法律案，共有465件。从议案内容看，主要集中在民生保障、社会治理、绿色发展、公共卫生、国家安全等领域的立法。

Also, the secretariat received about 9,000 suggestions from deputies, mainly concerning promoting village revitalization, strengthening protection on intellectual property rights, improving technological innovation of enterprises and creating a better digital environment.

China, Russia to jointly build lunar post
中俄合作建月球科研站

China and Russia have agreed to join hands in building and running a robotic scientific outpost on the moon or in lunar orbit, according to the China National Space Administration. The administration said in a statement on Tuesday evening that its head, Zhang Kejian, and his Russian counterpart, Dmitry Rogozin, director-general of state space corporation Roscosmos, signed a memorandum of understanding on joint efforts to build an "international lunar research station" during a teleconference earlier that day after receiving approval from both governments. 
据中国国家航天局消息，中国和俄罗斯已同意携手在月球表面或月球轨道上建设和运营一个机器人科学前哨站。3月9日晚，中国国家航天局发表声明，经两国政府批准，中国国家航天局局长张克俭与俄罗斯国家航天集团公司总经理罗戈津于当天早些时候通过视频会议签署了《中华人民共和国政府和俄罗斯联邦政府关于合作建设国际月球科研站的谅解备忘录》。

The CNSA and Roscosmos will negotiate on matters about the station's planning, design, construction and operations, and will work together to build and run it. Both nations want to open the station to international cooperation so it can serve as a platform to boost scientific exchanges and foster peaceful exploration and development of outer space, according to the statement. It said that the station will be a base on the lunar surface or in a lunar orbit for comprehensive scientific research and technology demonstration.
中国国家航天局与俄罗斯国家航天集团公司将就科研站项目的规划、设计、实施和运营等事宜进行协商，双方将共同建设和运营科研站。声明显示，两国希望将空间站面向国际伙伴开放，推动国际合作，使其成为加强科学研究交流、推进和平探索发展太空的平台。声明还显示，该科研站将作为在月球表面或月球轨道上进行综合性科学研究和技术示范的基地。

Global health 'passports' rolled out

On Monday, China officially kicked off a mini program, backed by the social media app WeChat, which enables subscribers to obtain a Chinese version of an international travel health certificate, allowing people-to-people exchanges to resume in a safe and orderly way. While protecting personal privacy, the certificate will help achieve mutual recognition of information, such as COVID-19 nucleic acid testing and vaccination.

China is willing to discuss mutual recognition of vaccination, and how it would work, with other countries, State Councilor and Foreign Minister Wang Yi said at a news conference on Sunday on the sidelines of the ongoing session of the National People's Congress, the nation's top legislature. On Jan 21, Iceland became the first European country to provide COVID-19 vaccination certificates to its citizens who have received two doses of the vaccine.
国务委员兼外交部长王毅3月7日在十三届全国人大四次会议记者会上说，中国愿意同各国探讨疫苗接种互认的可行性和操作方案。1月21日，冰岛成为第一个向已接种两剂新冠疫苗的公民提供疫苗接种证明的欧洲国家。

Meghan accuses UK royals of racism
哈里梅根炮轰英国王室

Meghan, the wife of Prince Harry, accused Britain's royal family of racism and pushing her to the brink of suicide, in a tell-all television interview. The 39-year-old, whose mother is black and father is white, said she had been naive before she married into royalty in 2018, but that she ended up having suicidal thoughts and considering self harm after pleading for help but getting none. 
英国哈里王子的妻子梅根在一档电视采访中大爆料，指责英国王室存在种族主义，将她推向自杀的边缘。梅根现年39岁，她的母亲是黑人，父亲为白人。梅根说，她在2018年嫁入王室之前一直很天真。但在之后的生活中，她几度请求帮助无果，最终产生了自杀念头，并考虑伤害自己。

Meghan said her son Archie, now aged one, had been denied the title of prince because there were concerns within the royal family "about how dark his skin might be when he's born".  Harry said his family had cut them off financially and his father Prince Charles, heir to the British throne, had let him down and refused to take his calls at one point.
