M: How do you think U.N.H.C.R. should be doing?


W: Well, I don't have the answers,

W: but I know that this is one thing that needs to be addressed and solved because there does need to be a real presence here to help count the people and register the people.

M: Do you think that the global community has a responsibility to address that?

W: Well I think the global community always has a responsibility to any humanitarian crisis.

W: And I think it's in our best interest to address a humanitarian crisis on this scale because displacement can lead to a lot of instability and aggression.

W: We certainly don't want that. A lot of people feel it's a little calmer now.

W: This is the time to really discuss and and try to get these communities back together.

W: But if these communities don't start coming back together properly,

W: if we don't start really counting the people,

W: understanding where they are, what they need, making sure the schools are being built, making sure the electricity,the water and all these needs are being met

W: and also understanding that a lot of the people that will return are going to come back to houses that are occupied or destroyed and bombed out.

W: It's going to be a big operation to understand the needs, to address it to help people put the pieces of their life back together and return to their communities.

W: So it's really just getting the plan together, getting the group together and everybody actively focused on helping the refugees.

M: What would be the message that you would want to carry out of here back home or even the message that you would want to get out internationally in terms of what's happening here,

M: the refugee crisis, the consequences that could happen in the future if it's not properly addressed.

W: I always hate speculation on the news, so I don't want to be somebody who speculates.

W: Um but I think it's clear that a displaced unstable population is what happens in Iraq, and how Iraq settles in the years to come is going to affect the entire Middle East.

W: And a big part of what is going to affect how it settles is how these people are returned and settled into their homes, into their community

W: and brought back together and whether they can live together and what their communities look like, so it does have broad implications.

男:你觉得联合国难民事务高级专员办事处应该怎么做?

女:我不清楚,

女:但我知道这是一个需要解决的问题,因为这里确实需要有人出面来做难民的统计和登记工作。

男:你认为国际社会有责任解决这个问题吗?

女:我认为国际社会有责任应对所有人道主义危机。

女:我们当然不希望这样。很多人现在开始平静下来。

女:这时候才应该开始讨论,想办法让这些群体返乡。

女:可是如果这些群体返乡的问题未能妥善解决,

女:如果我们还不开始统计人数,

女:如果我们还不能掌握他们的具体位置和实际需求,修建学校,满足水电和其他生活需求,

女:认识到许多人要返回的家乡已经被占领或者被炸毁了。

女:获悉他们的具体需求,满足需求,帮助他们将重新开始生活,返回故乡,这是个庞大的工程。

女:所以要开始做计划,让大家团结起来,每个人都积极地帮助难民。

男:你回去之后会如何向国内国际社会描述这里的事情?

男:包括这里的难民危机,还有如果不能妥善解决的话,可能带来的后果。

女:我讨厌新闻上的猜测,所以我不想乱猜测。

女:不过,伊拉克人民流离失所、动荡不安,这是事实,伊拉克安定与否在未来的几年内也会影响整个中东地区。

女:而影响其安定与否的很大一部分原因,在于这些难民能否安然返乡,妥善安顿下来,

女:重新开始生活,他们能否和睦相处,会形成什么样的社区,这些都具有广泛的含义。
