Passengers in China with flights scheduled between Jan 28 and March 8 are able to request full refunds or reschedule their flights free of charge, the Civil Aviation Administration of China said on Tuesday. The move is meant to limit the movement of people in order to fight COVID-19 during China's Spring Festival holiday, an important time for families to reunite. 
民航局1月26日发布通知，为做好春节期间新冠疫情防控工作，最大限度减少人员流动，购买1月28日至3月8日春节期间机票的旅客，均可办理免费退票或至少一次改期。

Spring Festival, or the Chinese Lunar New Year, falls on Feb 12 this year. China has rolled out a series of guidelines to ensure the wellbeing of people who have been asked to avoid traveling during the upcoming holiday. 
春节是家家户户团聚的重要节日，今年的春节是2月12日。我国出台了一系列暖心惠民政策来保障群众就地过年。

All residents in areas at high risk for COVID-19 shall stay at their current localities to prevent the spread of the virus, according to a circular recently released by the general offices of the Communist Party of China Central Committee and the State Council. Travel from medium-risk areas requires permission from local COVID-19 prevention and control authorities. Those living in low-risk areas are advised to avoid travel unless necessary.
中共中央办公厅、国务院办公厅近日印发通知，要求疫情高风险地区群众均应就地过年，防止因人员流动导致疫情传播扩散。中风险地区群众需要出行的，需经属地疫情防控机构批准。低风险地区倡导群众非必要不出行。

Frugality rule violators punished
八项规定落实情况公布

A total of 197,761 Chinese officials were punished in 2020 for violating frugality rules, the country's top anti-graft body said Tuesday. They were involved in 136,203 cases, according to a statement by the Communist Party of China (CPC) Central Commission for Discipline Inspection and the National Supervisory Commission. 
中央纪委国家监委1月26日通报了2020年全国贯彻落实中央八项规定精神情况。2020年全年，全国共查处违反中央八项规定精神问题136203起，处理197761人。

In December alone, 26,922 officials involved in 18,505 cases were punished, including 125 at the prefecture level or equivalent and 1,316 at the county level or equivalent. The CPC released its eight-point rules on frugality in late 2012 to prevent undesirable work practices.
仅在2020年12月一个月内，全国共查处违反中央八项规定精神问题18505起，处理26922人(包括125名地厅级干部、1316名县处级干部)。2012年年底，为改进工作作风，中央出台了八项规定。

By the end of 2020, 1.335 billion people had social security cards in China, covering 95% of the population, according to the Ministry of Human Resources and Social Security.

English and Scottish people have topped an international league table of how often people get so drunk they lose their balance and slur their speech.

The Global Drugs Survey for 2020 suggests the UK's problem with alcohol is far more dangerous than the use of any other drug. More than 5% of people under 25 in the UK who took part in the 25-nation survey reported seeking hospital treatment after getting drunk, compared with a global average of 2%.

A separate study by the GDS last year found 48% of Britons said they had been drinking more since the start of the pandemic.
