I think it’s a win-win situation if this policy can be implemented. Because For one thing, local people can attend their interested courses in university to acquire knowledge without paying the tuition fees. And there’s ranges of choices for them cause the university normally offer courses in different fields and disciplines. It would bring convenience to people who couldn't afford higher education or people who don't have access to it. For another, it wouldn't burden professors with additional obligations. Since professors don't have to revise or grade the assignments for locals. Plus, it would boost professors’ reputation if lots of local people love the lectures. So it would benefit them mutually.
