1.TRAVEL INCREASES AS COVID RESTRICTIONS EASED

实施“乙类乙管”以来出入境人数稳步增长

The National Immigration Administration said there has been a steady increase in people entering and exiting the country since January 8th. About 490,000 entry or exit trips were made per day, up nearly 50 percent from before COVID-19 policies were changed. Lei Shuran has more.

国家移民管理局介绍，1月8日以来，我国出入境人员数量稳步增长。日均检查出入境人员49万人次，较“乙类乙管”实施前上升近50%。记者雷舒然带来更多详细报道。

An official from the Ministry of Foreign Affairs said it has been easier to enter China after the downgrade【使降级】management of COVID-19 took effect. The health code declaration and restrictions on flight numbers, airlines and passenger numbers were canceled, leading to an increase in international flights. However, inbound travelers still need to do a PCR test 48 hours before departure【登机】.

外交部相关负责人介绍，实施“乙类乙管”后，来华手续更加简便，取消了向驻外使领馆申报健康码的环节，和对航班数量、航线以及客座率的限制，国际航班稳步增长。但入境旅客仍需提供登机前48小时内核酸检测证明。

When people travel long distances across borders in enclosed spaces for long hours, the risk of being infected can be quite high. Therefore, we require inbound travelers to have a PCR test taken within 48 hours of departure. This is to confirm whether someone has been infected.

在长途跨境旅行当中，大家会长时间处于密闭空间中，在这样的情况下感染风险是很高的。所以我们要求来华人员，在登机前48小时进行核酸检测，我想这也是为了确定旅行者，本身没有受到病毒感染。

The peak for trips abroad is expected soon as the Spring Festival holiday begins on January 21st. The National Immigration Administration said they will ensure Chinese citizens wait no more than 30 minutes when clearing immigration.

随着1月21日春节假期临近，也将迎来人员出入境高峰，国家移民管理局表示，将开足通道，确保中国公民出入境通关排队不超过30分钟。

We will ensure people and vehicles enter smoothly. Chinese citizens will wait no more than 30 minutes in queues. We will announce measures dealing with the travel rush at each airport as a reference for travelers.

The Chinese Center for Disease Control and Prevention said it had not detected any local spread of Omicron XBB.1.5 subvariants, but that 56 BQ.1 infections had been identified.

中国疾控中心介绍，截至目前，我国暂未发现XBB.1.5本土病例。同期，我国监测到56例本土BQ.1病例。

With COVID restrictions relaxed and the New Year holidays coming soon, some of Shanghai’s most popular tourist attractions are getting their customers back - big time. Our reporter Zhang Shixuan has been by Shanghai’s Disney Resort to check out the crowds.

It’s been quite a while since my last visit to Shanghai’s Disney Resort. And when I arrived here today, actually I right away felt the Chinese New Year atmosphere. Everywhere is decorated with the elements of the rabbits, since the upcoming Chinese Year will be the Year of the Rabbit.

我已经有段时间没来上海迪士尼度假区了。今天一到这里，我就感受到了农历新年的节日氛围。因为即将到来的农历新年是兔年，“兔子”元素在园区的每个角落随处可见。

So we’re gonna celebrate a very wonderful Chinese new year. It starts Friday here, continues right through until“Yuan Xiao Jie”, Lantern Festival. I think we’ve seen a steady increase over the last few weeks, and in the last few days there’s been a very strong rebound【反弹】. And I think you can see, from the park and all the people around us, that the market is back, the enthusiasm to come out and enjoy time with family and friends is back. So we’re really excited about that.

我们将庆祝一个特别棒的农历新年。这次的庆祝活动从周五（01/13）开始，将一直持续到元宵节后（预计2月10日）。在过去的几周里，我们看到来访的游客数量稳步增长，并且在过去几天里有明显的反弹。从整个园区的氛围到我们周边的这些游客，都在证明市场在回暖，大家对于出门和家人朋友共度欢乐时光的热情也回来了。我们很欣喜能看到这些。

The Spring Festival this year hasalready turned out to be an ideal occasion to take advantage of the rebound in visitors, since this is the first Spring Festival that has seen no travel restrictions in three years. And on the day that China halted the centralized quarantine for international arrivals, Shanghai was among the hottest destinations for inbound travelers in China. That was according to data from Tongcheng Travel. And the city of Shanghai is estimated to welcome almost 13 million passengers during the spring rush this year, which will run for 40 days beginning last Saturday.

今年的春节预计将迎来游客量的复苏，因为这将是近三年来第一个没有出行限制的春节。同程旅行的数据显示，就在我国取消对于入境游客集中隔离当天，上海已经成为国内旅游的热门目的地之一。预计从上周六（01/14）开始为期40天的春运期间，上海将接待将近1300万名游客。

Chinese Foreign Minister Qin Gang attended the 8th China-AU Strategic Dialogue with Chairperson of the African Union Commission Moussa Faki Mahamat at the headquarters of the African Union on Wednesday in Ethiopia. Qin said Africa has always been a priority in terms of China’s diplomacy. Stephen Rancourt has the story.

外交部长秦刚周三（01/11）在埃塞俄比亚的非盟总部同非联委员会主席穆萨·法基·马哈马特举行中国同非盟第八次战略对话。秦刚外长表示，中国始终将非洲置于外交优先方向。记者Stephen Rancourt带来更多详细报道。

Qin put forward several proposals on the development of China-Africa relations. They include accelerating physical exchanges and sharing of visions between China and Africa, expanding on friendly relations between China and the African Union, making greater efforts to bolster【巩固】China-Africa cooperation, and firmly safeguarding solidarity and cooperation among developing countries. During the joint press conference after the meeting, when asked about China’s views on the second U.S.-Africa Leaders Summit held last month, Qin stated the China-U.S. relations should not be defined as a competition or be a zero-sum game in which one side’s win is the other’s loss. He added Africa should be a big stage for international cooperation, not an arena【竞技场】for power wrestling.

秦刚就中非关系发展提出四点建议：一是加快推进中非实体交往和理念相通；二是不断深化中非盟友好关系；三是大力推动中非合作提质升级；四是坚定捍卫发展中国家团结合作。在会后的记者会上，有媒体问及中方对第二届美非峰会的看法，秦刚表示，中美关系不应是竞争关系，不应是你输我赢的零和博弈。非洲应该是国际合作的大舞台，不是大国博弈的角力场。

What Africa needs is solidarity and cooperation, not bloc confrontation. No country or person has the right to force African countries or African people to take sides. China is happy to see any country helping Africa to achieve peace and development with sincerity. If it is our African friends’ wish, we are ready to carry out trilateral【三边的】or multilateral cooperation with any other country in Africa and make greater contributions to Africa’s development and rejuvenation.

非洲需要的是团结合作，而不是阵营对抗。任何国家、任何人都没有权力，强迫非洲国家选边站队。无论哪个国家，只要他们真心诚意帮助非洲实现和平与发展，中国都乐见。如果非洲朋友愿意，我们也愿意同任何国家，在非洲开展三方或者多方的合作，共同为非洲的发展振兴做出更大的贡献。

Qin also refuted groundless allegations that China is creating a“debt trap” in Africa, saying that it is a false narrative being imposed on China and Africa. He noted China has always been committed to helping Africa ease its debt burden, adding that only the African people are in the best position to say whether cooperative China-Africa projects contribute to the development of the continent and the improvement of people’s livelihoods.On the same day, the minister attended the inauguration ceremony of the Africa Centers for Disease Control and Prevention headquarters. It is another landmark project for China-Africa cooperation following the African Union Conference Center.He also noted the timely completion of the Africa CDC headquarters reflects the high-standard and high-level of China-Africa cooperation, and that the Africa CDC will make greater contributions to the health and well-being of the African people.

秦刚还驳斥了所谓中国给非洲带来“债务陷阱”的无理指责。外长强调，中国始终致力于帮助非洲减缓债务压力，所谓中国对非“债务陷阱”是强加给中非的话语陷阱。他补充道，中国在非洲开展的项目和合作，为非洲发展和民生改善做出贡献，非洲人民对此最有发言权。当天，秦刚还出席了非洲疾控中心总部项目竣工仪式，这是继非盟会议中心后，中非合作的又一标志性项目。秦刚表示，非洲疾控中心总部大楼及时保质交到非洲朋友手中，体现了中非合作的高标准和高水平，必将为非洲卫生事业和人民健康福祉做出更大贡献。
