1. CHINA DETAILS ITS POSITION ON A POLITICAL SETTLEMENT TO UKRAINE CRISIS

On the anniversary of the Russia-Ukraine conflict, the Chinese Foreign Ministry today released a 12-point document, titled “China’s Position on the Political Settlement of the Ukraine Crisis”. Chen Xuan has more.
2月24日，俄乌军事冲突爆发一周年之际，中国外交部发布《关于政治解决乌克兰危机的中国立场》文件。记者陈璇为您带来更多报道。
The paper mentioned 12 points. They are as follows: 1.Respecting the sovereignty【主权】 of all countries. Universally recognized international law must be strictly observed. The sovereignty, independence and territorial integrity of all countries must be effectively upheld. 2. Abandoning the Cold War mentality. the security of a country should not be pursued at the expense of others. The security of a region should not be achieved by strengthening or expanding military blocs. 3. Ceasing hostilities. All parties must stay rational and exercise restraint, avoid fanning the flames and aggravating tensions, and prevent the crisis from deteriorating further or even spiraling out of control. All parties should support Russia and Ukraine in working in the same direction and resuming direct dialogue as quickly as possible. 4. Resuming peace talks. 5. Resolving the humanitarian crisis. 6. Protecting civilians and prisoners of war (POWs). 7. Keeping nuclear power plants safe. China calls on all parties to avoid man-made nuclear accidents. 8. Reducing strategic risks. The threat or use of nuclear weapons should be opposed. China also opposes the research, development and use of chemical and biological weapons by any country under any circumstances. 9. Facilitating grain exports. 10. Stopping unilateral sanctions. Countries should do their share in deescalating the Ukraine crisis and create conditions for developing countries to grow their economies and improve the lives of their people. 11. Keeping industrial and supply chains stable. All parties should oppose using the world economy as a tool or weapon for political purposes. 12. Promoting post-conflict reconstruction. China stands ready to provide assistance and play a constructive role in this endeavor.
文件提到12个立场，相关内容如下：一、尊重各国主权。公认的国际法应得到严格遵守，各国主权、独立和领土完整必须得到有效维护。二、摒弃冷战思维。一国的安全不能以损害他国安全为代价，地区安全不能以强化甚至扩张军事集团来保障。三、停火止战。各方应保持理性和克制，不拱火浇油，不激化矛盾，避免乌克兰危机进一步恶化甚至失控。各方应支持俄乌相向而行，尽快恢复直接对话。四、启动和谈。五、解决人道危机。六、保护平民和战俘。七、维护核电站安全。中国呼吁各方坚决避免出现人为核事故。八、减少战略风险。应反对使用或威胁使用核武器。中国也反对任何国家在任何情况下研发、使用生化武器。九、保障粮食外运。十、停止单边制裁。有关国家应为缓解乌克兰危机尽一切力量，也为发展中国家发展经济和改善民生创造条件。十一、确保产业链供应链稳定。各方应反对把世界经济政治化、工具化、武器化。十二、推动战后重建。中方愿为此提供协助并发挥建设性作用。
Chinese Foreign Ministry spokesperson Wang Wenbin said at today’s press conference that China has always maintained that all efforts conductive to the peaceful settlement of the crisis should be supported. China will continue to work with the international community to play a constructive role in the political settlement of the Ukraine crisis, and that the Ukraine issue has evolved into a complex historical context.
中国外交部发言人汪文斌在今天（2月24日）的新闻发布会上称，中国始终认为，一切有利于和平解决危机的努力都应得到鼓励和支持。当前，乌克兰问题具有复杂的历史背景，中方愿继续同国际社会一道，为推动乌克兰危机政治解决作出自己的贡献。
He added that China has always upheld an objective and fair position to promote peace talks, and stood firmly on the side of peace, dialogue and the right side of history.
汪还表示，中国始终坚持客观公正的立场来推动和谈，坚定地站在和平对话和历史正确的一边。
China called for all parties to cease hostilities and resume peace talks. Dai Bing, Chargé d’affaires of China’s permanent mission to the United Nations, told the UN General Assembly Emergency Special Session on Ukraine yesterday, that facilitation of a cease fire is a top priority and the door to a political solution cannot be closed.
中国呼吁各方停止敌对行动、恢复和谈。2月23日，中国常驻联合国代表团临时代办戴兵在联合国大会乌克兰问题紧急特别会议上指出，推动尽快实现停火止战是当务之急，政治解决的大门不能关上。

“We reiterate our appeal that diplomacy【外交】 and negotiation cannot be abandoned, and efforts towards cease-fire and talks must go on. The international community should create conditions for this to happen, rather than fanning the flames and seeking self-interest. We urge the countries concerned to stop abusing unilateral sanctions and long-arm jurisdiction. Instead, they should act in a way conductive to de-escalation.”
“我们在此呼吁，外交谈判的进程不能放弃，止战促谈的努力必须坚持。国际社会要为此创造条件，而不是煽风点火、谋取私利。我们敦促有关国家停止滥用单边制裁和‘长臂管辖’，而应该以有利于缓和局势的方式行事。”
2. NEW SUISHENBAN FUNCTION HELPS PEOPLE FIND WORK
“随申办”APP：新功能上线，求职更便捷
The Shanghai Employment Promotion Center has launched a new function on the Suishenban App that provides job-seekers with recruitment【招聘】 information.
上海市就业促进中心在“随申办”APP上推出了一项新功能，为求职者提供招聘信息。
The new function will also allow any individual looking for work to apply a job through the app for free. Approximately 3,100 companies across the city have posted a total of around 87,000 job vacancies【空缺】, and nearly 65,000 resumes have been received since the function launched last month. The Employment Center is looking into the development of an algorithm that will recommend suitable jobs to applicants using the service through WeChat, and by text message. The center said a job fair will be held tomorrow at Shanghai Mart in Changning district. It is the largest job fair to be held in the city since everything went online in 2020. Organizers say that the more than 1,200 companies attending the fair have up to 25,000 job vacancies that need to be filled.

3. CHINA TO RAMP UP SUPPORT FOR AI TECH DEVELOPMENT, GOVERNANCE

China will continue to support the artificial intelligence sector as a strategic emerging industry, that’s according to the Ministry of Science and Technology.
据科技部表示，中国将继续支持人工智能领域作为战略性新兴产业。
The Ministry today pledged to further unleash【释放】 the benefits of AI as a new engine of growth citing the potential of chatbot ChatGPT, while avoiding its negatives. Officials said that the government has formulated principles of governance for the new generation of AI and a code of ethics to guide the technologies in a proper direction. The Ministry will also promote the construction of an open and collaborative AI innovation system, and accelerate basic theoretical research and major technological breakthroughs.
科技部今天（2月24日）以聊天机器人ChatGPT的潜力为例，承诺进一步释放人工智能的优势，使之成为新的增长引擎，同时避免其负面效应。有关官员表示，政府已经制定了新一代人工智能的治理原则和道德准则，以指导技术的正确方向。科技部还将推动构建开放协作的人工智能创新体系，加快基础理论研究和重大技术突破。
