Instagram and Facebook likes could be banned for young people in Britain, under new rules that attempt to protect children's safety on the internet. A new report from the British Information Commissioner's Office suggests that those features and other techniques that "nudge" users into engaging with the site should be switched off. 
英国拟出台保护未成年人网络安全的新规定,今后未成年人或许不能再在Ins和脸书上点赞。英国信息专员办公室的一份最新报告建议,那些导致用户沉迷于社交网络的功能和其他技术应向未成年人关闭。


The features encourage them to stay online longer and could damage their well-being, the report said. The report also saids that such features should be banned entirely on websites that can't be sure whether or not their users are under-18. The changes have already been attacked by critics who suggested things could end with everyone being treated as children.
这些网络功能鼓励未成年人花更多时间上网,对身心健康不利。这份报告还建议,如果网站无法确定使用者的年龄是否小于18岁,应全面禁止这些功能。这些新规被批评人士抨击,他们认为最终结果会是每个人都被当做儿童一样对待。

Having your name made into a verb is a singular distinction, even for a royal – but the Duchess of Sussex is unlikely to be happy at how hers has found its way into the English language.

In the Urban Dictionary – an online lexicon of slang – "Meghan Markle" is listed as "a verb for ghosting or disposing [of] people once you have no use or benefit from them any more without any regard to genuine human relationships". An accompanying example of usage is given to illustrate the meaning: "She Meghan Markled her friends as soon as she became famous". 
在线俚语词典《城市词典》将"梅根•马克尔"作为动词收录,其含义为:当发现有人对自己已经毫无用处时,就疏远对方或将其抛弃,没有一点真心。对于"梅根•马克尔"的用法,词典中给了一个例句:她一成名就"梅根•马克尔"了她的朋友。


The definition may seem harsh to the Duchess. But there is little doubt that she has virtually dropped all contact with a number of former close friends and family members since meeting Prince Harry, most notably her 74-year-old father Thomas Markle.

Organizers for the 2020 Tokyo Olympic and Paralympic Games said that a ticket lottery application process for residents of Japan will open on May 9. The organizing committee for the quadrennial sporting event has set prices for tickets, with the cheapest tickets starting at 2,500 yen. The registration period for the lottery will end on May 28, organizers said, with the results being announced on June 20. 
2020年东京奥运会和残奥会组委会近日表示,针对日本民众的门票抽签申请流程将于5月9日启动,5月28日结束,抽签结果将于6月20日公布。东京奥组委已为门票定价,其中最便宜的门票起价2500日元。


Japan has attempted to quash attempts by scalpers to sell tickets at inflated prices by enacting a law banning scalping, which will take effect on June 14. From late 2019 onwards, people unsuccessful in the lottery will be able to try to secure tickets on a first-come, first-served basis, the organization said. 
日本通过颁布相关法律,试图打压高价倒卖门票的"黄牛"行为,新法将自6月14日起生效。东京奥组委称,2019年年底之后,未中签者可以先到先得的形式购得门票。


The organization has yet to launch an English-language version of its pre-registration website, but said those outside of Japan should try to obtain tickets through authorized ticketing agencies and resellers.
目前,东京奥组委尚未推出英文版预注册网站,但表示外国人可通过授权票务机构和经销商购票。



AI deepfake may be outlawed

Chinese lawmakers on Sunday reviewed the draft section of personality rights of the civil code in panel discussions at the 10th session of the 13th National People's Congress Standing Committee. According to the draft law, the use of a new AI technology that can digitally swap people's faces could violate individual portrait rights. 
21日,十三届全国人大常委会第十次会议分组审议《民法典人格权编(草案)》,草案规定,新出现的人工智能技术——数字"换脸"的使用可能侵犯他人肖像权。


The technology, known as deepfake, is a human image synthesis technique based on artificial intelligence that uses a combination of existing and source videos to create a false video that appears to show people doing things that never occurred in reality. 
"deepfake"是一种基于人工智能的图像合成技术,它通过对已有源视频的合成制成虚假视频,假视频中主人公的动作是其在现实生活中未曾有过的。


The draft clarifies that no individual or organization may distort another person's picture or mimic voices using technology.
根据草案,任何组织或个人不得以利用技术手段"深度伪造"他人的肖像或声音。
