Using Bystanders
During a rescue, you have many actions to perform. Bystanders can help you by
~calling for medical help or other assistance
~helping you remove the victim from the water
~getting blankets, first aid supplies, or other equipment
~helping with first aid
~helping to manage crowds that form
~waiting for emergency services and directing them to the accident scene
~writing down details of first aid treatment.

Instructing Bystanders In dealing with bystanders,
~ask for help
~identify the bystander(s) to whom you're speaking
~find out if bystanders have any lifesaving or first aid training - trained bystanders can usually do more sophisticated tasks than untrained ones ~give clear, specific directions
~speak slowly and firmly, and control your voice
~ask them to report to you when they've finished their task
~thank them when it's all over.

4.2The Rescue of Others: The Rescue Process
This section summarizes the rescue process as it applies to the rescue of others. The process applies to all such rescues, and it's dynamic. You repeat its elements again and again until you're out of the water, and you go through them again once you're out of the water. In some cases, you may recognize-assess-act many times, changing the procedures you choose as conditions change. It all depends on the rescue situation.

Recognize
√ Recognize that someone is in trouble, and that you must perform a rescue.
√ Recognize that aspects of the situation, such as your condition, the victim's condition, or water and weather conditions, may change.
√Recognize hazards, the cause of the incident, and the number of victims and their condition.

Assess
Here are some of the questions to ask yourself when assessing a situation:
√ What self-rescue skills does the victim have?
√ What rescue skills and physical skills do you
have?
√ What is the victim's physical and emotional condition?
√ Where is the closest point of safety?
√ What are the water and weather conditions? How will they affect your options?
√ What human and equipment assistance is available?
√ What is the lowest risk rescue possible in the situation?

Act
Act is the third element of the rescue process (see page 4-1).Given your assessment, choose your option before you start (see Section 4.4) and carry it out as well as you can. If you recognize that conditions are changing, reassess your options and change your actions as needed:
√ Do the things you decided to do in your
assessment.
√ Direct bystanders as needed.
√ Contact the Emergency Medical System
(EMS) if you need it (see page 3-3).
√ Contact the authorities if the incident should be reported.
